In the years after the Sept. 11 attacks revealed weaknesses in the way the government's intelligence agencies share and analyze information, the federal government changed the structure of the intelligence community. Its 16 components — many of which are part of the Defense Department — now report to a director of national intelligence. The National Counterterrorism Center integrates the components.
